In the beginning of the eighties the 1 percent limit for sulphur in the heavy oil was effective in all the Stockholm county. Some energy plants used a lighter oil fraction with a sulphur limit of 0.3 percent from October 1980.

The district heating system in Stockholm city expanded to a coverage of about 70 percent in the end of the eighties. In Stockholm county the coverage vas about x percent. Energy plants using oil combustion combined the heat production with heat pumps and electricity production.

Residential areas not connected to the district heating system converted from oil heating to electricity heating.
